Andrew Lopinot has served as the St. Clair County Treasurer since he was elected in 2018, leading with transparency and accountability. As a leader in the office, he has lowered the department’s budget by 20% and has made investments with local banks, putting money back into our community.
Since taking office, he has expanded real estate and mobile home tax payment options, making it easier for you to pay your tax bill. During the pandemic, Andrew pushed back due dates for property taxes and worked with the county board to alleviate late fees. St. Clair County was recognized as one of a handful of counties in the state that provided this kind of relief.
Andrew’s mission for the Treasurer’s Office is to serve as a resource for citizens, and his team regularly helps taxpayers review their tax bills and exemptions. He oversees the investment of over $200 million in taxpayer money with transparency and accountability. These investments have three goals: Safety, Liquidity and a Strong Rate of Return.
Andrew earned a Master’s in Public Administration at SIUE and a Master’s in Higher Education Administration at Kent State University.
He is passionate about giving back and serving in the community. As a graduate of both Belleville East and SIUE, he understands what the county needs and the importance of investing in our community. Andrew is the Vice President of the Illinois County Treasurers’ Association, and has served on the board since 2019. In 2020, Andrew became a Big Brother in the Big Brothers Big Sisters program, and actively volunteers with local non-profits. He also represented his neighbors and community as a Ward 5 Alderman for the City of O'Fallon, and voted to lower tax rates.
Andrew lives in O'Fallon with his wife, Lindsey, and their rescued dogs and cats.
Andrew’s experience and leadership has served him well in the office. With a career in administration in both government and higher education, he has the experience needed to establish fiscally responsible budgets, invest taxpayer dollars appropriately, create strategic goals, supervise employees, and maintain a positive relationship with the citizens he interacts with on a daily basis.
Andrew has a proven track record of success as the St. Clair County Treasurer, and is excited to continue leading the office into the future.
